Our Accomplishments and Goals "WHAT A.B.A.T.E. HAS DONE" ABATE has been actively promoting safety and education
through its Operation Save A Life program.
We also support the Pennsylvania Motorcycle Safety Program as a means for motorcyclists to obtain or
hone their riding skills. And we encourage our experienced
members to become instructors for the program.
Finally, we actively work with our legislators to change
those laws that are needed to further protect motorcyclists
and all motor vehicle operators.
BELOW IS A SUMMARY OF MANY OF OUR ACCOMPLISHMENTS:
Insurance - Successfully fought State Farm Insurance Company's
attempt to blacklist a certain class of motorcycle as uninsurable.
Sportbikes - Instrumental in helping to defeat a national ban on sports bikes.
Speed Limit - Substantially contributed to the effort to raise Pennsylvania's
maximum speed limit to 65 mph.
Horsepower - Worked to stop a ban on machines of certain horsepower.
License Plates - Successful in obtaining handicap plates and vanity plates from motorcycles.
C.A.T. Fund Removal - Removal of the unfair Catastrophic Trust Fund surcharge
on moving violations from never eligible to participate motorcyclists and RV's.
Turnpike Tolls - Successfully negotiated a 25% reduction in tolls for motorcycles
using the PA Turnpike EZ Pass.
Rider Education - Increased funding for the motorcycle safety program by
increasing the surcharge on motorcycle permits and licenses from $2 to $5 annually.
Helmet Use - Modified 35 year old mandatory helmet law to allow trained adults,
those who are 21 years of age or older with 2 years of experience or who
have passed the motorcycle safety training course, to choose whether they want to wear a helmet. Handlebar Height - Removed the mandating or placing of any restriction on handlebar height.
Unrestricted Parking - Successfully passed a provision that would enable
2 or more motorcycles to park within the same space without the risk of being arbitrarily ticketed.
Auxiliary Lighting - Amended the Vehicle Code to allow for auxiliary lighting on motorcycles.
Headlight Exemption - Any bike made in 1986 or earlier is exempt from the 24/7 lights on low.
Emissions Testing Exemption - Motorcycles are exempt from emissions testing.
Land Use - Successfully testified to prevent local ordinances against
off-road vehicle use on privately owned property.
BANS WE HAVE ELIMINATED AND/OR
WE CONTINUE TO FIGHT AGAINST Cleaner Roads - Requiring that loads be covered.
Safer Roads - Requiring that unsafe road conditions be eliminated through
better signs,the use of non-slippery repair materials, and barriers less hazardous to motorcyclists.
Right of Way Legislation - A demand to increase penalties for drivers who fail
to properly yield to motorcyclists or cause accidents by failing to obey a traffic control device.
Equal Access - Nondiscrimination for dress or mode of transportation in places
of public accomodations.
